Humanitarian Program Coordinator
INTRODUCTION
Nurture Project International (NPI) is a US based, grassroots, nonprofit that believes every woman has a right to a safe and supported motherhood. NPI provides relief to communities affected by disaster, crisis, or trauma by engaging experienced and qualified staff and volunteers to respond quickly to emergencies and provide rapid assessments, trainings, and grassroots support to local communities.
Nurture Project International (NPI) has been working in providing IYCF-E, reproductive healthcare, and nutrition services in Greece and Iraq since 2016. NPI is extending its response to include activities in Cox’s Bazar, Bangladesh. NPI proposes to provide young children and their families within refugee communities access to nutrition support, information, services and resources for optimal infant and child nutrition practices as well as capacity building for other actors and local healthcare providers.
JOB PURPOSE
To strengthen NPI’s response to the Rohingya Emergency through administrative and technical support to humanitarian programme staff and partners in the field.
KEY RESPONSIBILITIES
- Assess ongoing humanitarian situation and gaps, reporting with recommendations and proposals for NPI’s response and scale-up.
- Manages sub-unit resources, delegated budgets, process, and projects.
- Provides capacity building and institutional support for local government and partner agencies.
- Recruitment of team, ongoing management of and support and capacity-building of team (technical and support functions) and scale up of programme activities
- Management of assessments with technical support
- Management of humanitarian projects
- Representation in coordination meetings and significant external relationships/networking
- Oversight and capacity building of implementing and technical support partner staff.
- Monitor programme budget, revising as necessary and advising senior management of variance and/or deficits
- Ensuring staff safety, that security, medical and evacuation procedures are drawn up and in place as appropriate.
- Provide regular programme updates and alerts to the Country Director to inform coordination and overall country programme decision-making
- Be responsible for ongoing coordination and representation to/with relevant organisations, particularly government officials, UN, INGOs, communities locally and donors as appropriate.
- Liaise and cooperation with Programme teams (including programme and support functions) to ensure adequate support is provided to the Bangladesh humanitarian programme to achieve quality outputs.
- Lead the programme to achieve its goals and objectives developing appropriate project plans and timelines.
- Coordinate on project monitoring and evaluation.
- Initiate and maintain relationships with field-based donors to develop concept notes, proposals and budgets to enable expansion and scale-up of the programme.
- Ensure that the programme is implemented in a consultative, participative and gender sensitive way.
- Be familiar with and abide by the Sphere Standards, Operational Guidance in Infant and Young Child Feeding, NGO/Red Cross Code of Conduct, Core Humanitarian Standard, and other codes regulating quality of humanitarian assistance.
- Management and Capacity-building of national PMs:
- Support in the orientation and induction of national Programme Managers.
- Provide support, guidance and coaching in NPI procedures and ways of working to field staff
- Support PMs in areas of programme management as required, including programme design, budget monitoring, reporting, representation and coordination.
SKILLS AND COMPETENCE:
- Experience managing humanitarian programmes, and an understanding of relevant issues, especially in an acute emergency setting.
- Proven programme and project management skills including planning, monitoring, evaluation, budgeting, proposal development and report preparation.
- Experience of using accountability practices and standards through the project life cycle.
- Strong skills and experience in capacity-building of staff and partners, including coaching and on-the-job training
- Commitment to humanitarian principles and action and understanding and experience of humanitarian standards and accountability initiatives, including the Sphere Standards, Operational Guidance in Infant and Young Child Feeding, NGO/Red Cross Code of Conduct, Core Humanitarian Standard, etc
- Diplomacy, tact, and negotiation skills.
- A proven record of effective programme and people management skills with strong competencies in team working and partnership.
- Sensitivity to cultural differences and the ability to work with disadvantaged populations in a wide variety of cultural contexts.
- Ability to analyse and communicate complex information at a simpler level to a wide audience.
- Proven numeracy and financial management skills
- Influencing and negotiating skills with internal and external audiences and confident representation skills with government, UN, and NGOs
- Good written and spoken English is essential.
- Willingness to travel at short notice and in basic conditions travel likely to be by boat as well as by air
- Sympathy with the aims and objectives of Nurture Project International.

Desirable:
- Knowledge of public health promotion, IYCFE, CMAMI, CMAM, and one or more relevant areas (e.g. health promotion, community water supply, sanitation, EFSCL/Cash).
- Experience of working in Bangladesh or in another emergency programme in South East Asia
- Working knowledge of the Bengali language will be a distinct advantage
WORKING CONDITIONS
This is considered a hardship post. This position covers a variety of working conditions including regular evening and weekend work and working outdoors in steep and difficult terrain. Housing will be provided that is basic and minimal. Limited medical care is available in the country and this should be taken into consideration.
PHYSICAL REQUIREMENTS
This job can be physically demanding where the incumbent may be required to stand for extended periods of time, lift heavy objects on a regular basis, do repetitive tasks with few breaks, and so forth.
